Using fabrics are sold in the clothing section of quilting?

I picked up some 100% cotton fabrics to make a skirt. Tissue section was quilting store. I wondered if polyester fiber 100% versus 100% cotton would be in the apparel section of the difference in character? Thinking perhaps filling Cotton is thinner than this material is on clothing .. In fact, this particular type of fabric that seems to be on the thin side compared to the fabric of clothing. I know there are thicker quilting fabric there, but I think most fabric stores have a good selection of fine fabrics patchwork. Both duvet and my wife sews. You choose the topics you want, then judging by the use you want. There are no direct lines of this is for the clothes and quilt it.
